📜 Section 91 का उद्देश्य

Section 91 यह सुनिश्चित करता है कि:

✔️ कोई भी व्यक्ति अनुज्ञापत्र (Driving Licence) के बिना public या goods transport vehicle न चलाए।
✔️ बिना licence वाहन चलाने पर owner और driver दोनों liable होंगे।

मतलब: सिर्फ permit होना पर्याप्त नहीं, driver के पास वैध licence होना भी अनिवार्य है।
