📜 Learner Licence क्या है? (Overview)

Learner Licence (LL) एक अस्थायी ड्राइविंग लाइसेंस होता है,
जो किसी व्यक्ति को ड्राइविंग सीखने के उद्देश्य से वाहन चलाने की अनुमति देता है।

👉 Permanent Driving Licence लेने से पहले Learner Licence लेना अनिवार्य है।

🔶 Section 6 – Restriction on Holding Driving Licence

📌 कानूनी प्रावधान:

कोई भी व्यक्ति एक से अधिक Driving Licence नहीं रख सकता।

🧠 सरल शब्दों में:

  • एक व्यक्ति → एक ही licence
  • Duplicate / multiple licence रखना अपराध है

📌 Learner Licence भी इसी rule के अधीन आता है।

🔶 Section 7 – Grant of Learner Licence

📌 प्रावधान:

Learner Licence पाने के लिए व्यक्ति को:

  • निर्धारित न्यूनतम आयु पूरी करनी होगी
  • आवेदन (Application) देना होगा
  • Traffic rules की basic knowledge होनी चाहिए

🧠 Practical meaning:

  • Online test / RTO test देना होता है
  • Traffic signs और rules की जानकारी जरूरी

🔶 Section 8 – Application for Learner Licence

📌 प्रावधान:

Learner Licence के लिए आवेदन:

  • निर्धारित Form में
  • निर्धारित फीस के साथ
  • Licensing Authority (RTO) को दिया जाएगा

🧠 अब कैसे होता है?

  • Online application (Parivahan portal)
  • Aadhaar-based verification
  • Online test system

🔶 Section 9 – Grant of Driving Licence (Link with Learner)

📌 प्रावधान:

Learner Licence के बाद ही
👉 Permanent Driving Licence दिया जा सकता है।

📌 Learner Licence की minimum validity period पूरी होने के बाद ही test होता है।

🔶 Section 10 – Form and Contents of Learner Licence

📌 प्रावधान:

Learner Licence में यह जानकारी होती है:

  • Holder का नाम
  • Vehicle category
  • Issue date & validity
  • Licensing Authority details

🆕 2019 Amendment प्रभाव:

  • Digital Learner Licence (DigiLocker / mParivahan) वैध
  • Physical copy अनिवार्य नहीं
