📘 Chapter II – Licensing of Drivers

(सस्पेंशन या डिसक्वालिफिकेशन के बाद ड्राइविंग लाइसेंस की नवीनीकरण / पुनःप्राप्ति)

Section 21 यह सुनिश्चित करता है कि:

यदि कोई driver का licence suspend या disqualify किया गया हो, तो निर्धारित समय और शर्तों के बाद उसे reinstatement या renewal की अनुमति मिल सके।
Road safety, law compliance और accountability balance रहे।
Drivers को एक बार सुधार का अवसर दिया जाए।

यह section suspended / disqualified drivers को पुनः वैध ड्राइविंग अधिकार दिलाने का legal framework देता है।

Driver ने suspension / disqualification period पूरी कर ली हो।
Court या Licensing Authority द्वारा निर्धारित conditions पूरी हों।
कोई pending legal / criminal case न हो।
Medical fitness certificate (Commercial / Heavy vehicles के लिए) जमा करना अनिवार्य।

Licence renewal / reinstatement पर special conditions लग सकती हैं, जैसे:
- Probation period
- Restricted vehicle categories
- Mandatory refresher driving test
