🚦 Section 7 – Grant of Learner’s Licence
(Learner Licence प्रदान करने का प्रावधान)
📜 Section 7 का उद्देश्य
Section 7 यह निर्धारित करता है कि
👉 Learner Licence किसे और किन शर्तों पर दिया जाएगा।
इसका मकसद है:
- केवल योग्य व्यक्ति को ड्राइविंग सीखने की अनुमति देना
- सड़क सुरक्षा बनाए रखना
- बिना basic traffic knowledge के वाहन चलाने से रोकना
🔶 Section 7(1) – Learner Licence देने की शर्तें
📌 कानूनी प्रावधान:
Learner Licence तब दिया जाएगा जब आवेदक:
- न्यूनतम आयु (Age limit) पूरी करता हो
- निर्धारित आवेदन (Application) दिया हो
- निर्धारित फीस (Fee) जमा की हो
- Traffic rules और signs का basic knowledge रखता हो
🔶 Section 7(2) – Knowledge Test / Examination
📌 कानूनी प्रावधान:
Licensing Authority यह सुनिश्चित करेगी कि आवेदक को:
- Traffic signs की जानकारी हो
- Road safety rules समझ में आते हों
- Driving ethics की basic समझ हो
🧠 यही कारण है कि Learner Licence से पहले test लिया जाता है।
🆕 अब यह test:
- Online
- Computer-based
- Transparent system से होता है
🔶 Section 7(3) – Medical Fitness (जहाँ आवश्यक हो)
📌 कानूनी प्रावधान:
कुछ मामलों में Licensing Authority
👉 Medical Certificate की मांग कर सकती है।
📌 खासकर:
- Commercial vehicle applicants
- Elderly applicants
