📜 Section 71 का उद्देश्य

Section 71 यह सुनिश्चित करता है कि:

✔️ Transport Vehicle के लिए प्राप्त हुए आवेदन (Section 70) का legal और systematic तरीके से scrutiny हो।
✔️ Permit सिर्फ कानूनी, सुरक्षित और योग्य वाहन को दिया जाए।

मतलब: Application मिलने के बाद RTA / STA द्वारा proper verification के बाद ही permit issue होगा।

🔶 Section 71 – मुख्य प्रावधान

📌 1️⃣ Application की जांच (Scrutiny)

• RTA या STA application verify करती है:
  • Vehicle की details
  • Owner / operator की eligibility
  • Route / service proposed
  • Vehicle condition / fitness certificate

📌 2️⃣ Notice और Hearing

• Applicant को notice दिया जाता है यदि कोई objection या condition हो
• Applicant को opportunity of hearing मिलती है

📌 3️⃣ Grant of Permit

• Verification और hearing के बाद RTA / STA permit approve / reject करती है
• Approved permit में include होते हैं:
  • Vehicle registration number
  • Route / area
  • Passenger / goods capacity
  • Validity period
  • Special conditions (if any)

📌 4️⃣ Conditions और Restrictions

• Permit holder को पालन करना होगा:
  • Route adherence
  • Passenger / goods capacity
  • Safety norms
  • Traffic rules
• Violation पर permit suspension / cancellation possible है

📌 5️⃣ Duration / Validity

• Permit आमतौर पर 1–5 साल तक valid हो सकता है
• Renewal के लिए timely application जरूरी

📌 6️⃣ 2019 Amendment के बाद

• Online approval via Parivahan Portal
• E-permit issue
• Tracking और monitoring system enabled
• Transparency और delays कम
